FLAC reaction to court review of insolvency arrangements

Legal rights group FLAC (Free Legal Advice Centres) say new provisions for independent oversight of personal insolvency arrangements are a welcome first step towards adjusting the imbalance between those who are in serious mortgage debt and their creditors.

I am owed a significant sum of money by an individual. Despite numerous requests he has refused to pay me what I am owed. I know that he receives grant payments from the Government on a regular basis. Can I force him to pay me these monies when he receives them?
