There was widespread concern over the layout of new road junctions, lights, and road markings at this week’s Athlone area meeting after members of the public made representations to their local councillors.

The Mall in Castlebar is to have Christmas lights permanently installed on its trees over the next few years on a phased basis. Town manager Seamus Granahan presented a proposal to the members of Castlebar Town Council this week to have lights installed on the trees stretching from the corner where the Garda Station is located past the Court House towards the Motor Tax office. The cost of installing these lights, which will be kept on a permanent basis, will be a once off cost of €35,000, with maintenance costs going into the future.

Councillor Christy Hyland said that for a one month trial period the traffic lights near the Castlecourt Hotel should be switched off and a roundabout system be put in place in order to alleviate traffic congestion in the town.

A running track, arboretum, and extra lighting are just some of the developments on the cards for Burgess Park in the coming year.

The elected members of Ballina Town Council this week welcomed the proposed roadworks’ programme for the coming year as laid out by town engineer Orla Bourke. Cllr Johnny O’Malley told the meeting: “It’s always a juggling act to make a small amount of money go a long way.”

The saga for the takeover of Castlefield Manor estate in Ballina was described by one town councillor as “like a fairy tale, how we’ve got here I don’t know” this week. Town engineer Orla Bourke gave a potted history of the estate to the members to bring them up to date on the current situation. She outlined that between 1990 and 1994 planning permission was given for 87 houses including Castlefield Grove by Mayo County Council. In 1998 it was considered substantially completed and Mayo County Council gave 90 per cent of the bond back to the developer. The 10 per cent was held back so that ‘substantial completion’ was certified by Mayo County Council Water Services. In 2001 the estate came under the functional authority of Ballina Town Council after a redrawing of council boundaries. In 2005 a survey of the sewer network showed deficiencies in the system, and a 2007 CCTV survey of the storm water network also showed deficiencies. In 2009 the developer Belleek Construction Ltd, met with and wrote to Ballina Town Council asking for the estate to be taken over. Some work was carried out after the meeting, on the entrance to the estate and the installation of a bulk water meter. But the work did not bring the estate up to the standard to be taken over. The council met recently again with the developer, but there has been no commitment given by the developer to complete the work, bar his contacting the pavement contractor who carried out work in 2009 on the entrance that has deteriorated severely in the past three years.

James Shivnan, president of the Rotary Club of Athlone wishes to thank all those who contributed to making the Rotary Club’s Tree of Remembrance such a success over Christmas. Some €12,000 has been raised, with the money going to three local charities.
